Pressure to house and pressure in lines feeding areas

    Hi I have 0.7 bar pressure in taps at off peak and during peak times about 0.5 or less I understand it should be 1.5 bar pressure but it is not and has been like this a long time so how do I find out what the pressure is on the main lines feeding our estate I have had Tipp coco up last year or before that testing pressure in house their answer was I have a leak I checked this out and asking Irish Water if they were finding a large usage to my property and they said no So I do not have a leak also my neighbours have low pressure but no one is doing anything about it
