Hello. What is the typical arrangement regarding refuse collection in apartment complexes? Is the management company responsible for selecting the service provider and passing on the cost to the individual owners as part of the management fee or are the owners responsible for choosing the service provider themselves?

If it's communal bins then it's a management company issue. If it's private bins you can decide yourself.

Usually the management company has bins the residents put rubbish into. Better several big industrial size bins, than a few dozen house sized bins.
