Renewing provisional licence

    My brother wants to renew his provisional driving license, but it expired in 2013, can he renew it in some way now without having to restart everything?

    Short answer, no he has to start again from scratch.

    Long answer from NDLS
    "If your licence has expired for five years or more you must start the application process afresh and take a driver theory test, mandatory driving lessons and a driving test."
