Change of mind is not a valid refund situation. The ferries are still running. They need to speak to the ferry company about changing the dates but chances of a refund are nil to non existent.

thanks but the change of mind is not the reason they cannot come, its the covid and fear of getting it,its no fault of their own

So they're changing their mind about coming even though they still can?

probably depends on who you booked with. Irish Ferries website says.

For bookings made directly with Irish Ferries, we are offering the following options:
    1. AMEND your travel dates for FREE on bookings due to travel up to 31 August. Travel to end of 2020.
    2. Cancel your booking due to travel up to and including 18 August and get a credit for travel to end of 2021.

similar info is also available on the Stena site

If they are choosing not to travel even though it is possible to do so, it is considered a change of mind.

They can come as there's no restriction in movement between UK & Ireland and never has been.
They've a far bigger chance of getting in the Uk than most of Ireland - if they exclude Kildare, Laois & Offaly from their plans, the chances are very very small.

But the good news is the ferry companies will allow a credit to be used by end of next year. Legally they don't have to, but considering the issues, they had a moral and business reason to do this
