Can individual farmers sell cattle in N. Ireland factories/markets?

Ive seen mention that factories here resell cattle to N. ireland, can individual farmers sell cattle in N. ireland themselves too? farmers from rep. ireland I mean

You can export them for direct slaughter, they have to pass through a Department of Agriculture approved export facility, Carnaross Mart is one we have used when send cattle to the Omagh for slaughter, - agent organised a load, I think most marts are approved. A Department Office will call look at the animals and check the cards / tags then issues a cert for loading and export. But not sure how you would go about say bringing cattle to a mart in NI for sale.
