PHEV SEAI Grant - Is it actually any incentive?

I'm currently looking at my options in changing from my current 2016 Skoda Octavia VRS to a Skoda Superb L&K or Sportline.
I considered the PHEV but the maths just don't add up to me. Its available in the UK for 40K Sterling (about 44.5E)
In Ireland its going for 53,770E. Thats a difference of 9270E - no way thats the amount for VRT when the emissions are so low. It will probably in the 2K region.
Funny enough if you subtract 7500 from 53770 you get 46,270 - thats about 2K more than the UK price.

Its almost as if they have just added 7,500 onto the price of the car, get the 7,500 grant and still get what the car would cost if no grant ever existed.

Could it be that transparent a scam? If so why would the SEAI not see this and put a stop to it?
The grant is supposed to incentivise the purchase of PHEV cars. If applied correctly the car should be cheaper than in the UK which has no grants.
But it appears to me that the manufacture is just collecting an extra 7500 for every PHEV or Elec car that they sell.

And I presume that grant money is coming from tax payers pockets.

What am I missing? I would genuinely like to be shown where I've gone wrong here.

As it stands, whos buying these PHEVS at these prices? There is no incentive whatsoever to go this direction - its absolutely insane money for something that does 30KM or 40KM on elec.

Are you accounting for VRT and the higher rate of vat? Important to think about the discounts on offer - both in UK and Ireland which are substantial
