exporting goods to USA

Hi, I am selling music CDs on ebay & posting to the USA. The sales are to regular non business people over there. My question is do i have to pay vat on these sales in Ireland or is the onus on the person receiving in the states?

If you are selling B2C goods to outside the EU then no VAT applies.
If within the EU then distance selling rules apply.
