Theoretical fastest laps

When it comes to track sports, like F1 and the like, Is it possible for teams to model a theoretical fastest lap? I'm talking tyre temp, track temp, brake temp, engine temp, wind speed and direction and all the rest, plugging it into a modeling engine to come up with a time if all variables were optimal?
