Sorry about the bump but I am in the same situation.

Can I ask if the OP (or anyone else) managed a work-around re this predicament?

Offices still closed for face-to-face meetings to obtain the PSC.

From the NDLS site 'All Driving Licences that were due to expire on a date between 1 March and 30 June 2020 have been automatically extended by four months.'

    Thanks.

My issue is that my second provisional licence expired a number of years ago. Now that i am no longer a city boy I need a motor... and a third provisional licence. To secure same, you need to book a driving test (which I have done). However & in addition, I still need this Public Service Card to secure said provisional licence.

You can book an appointment in one of the offices now with just your PPSN. Looks like it's fairly busy though, next available dates in Santry were in September! If you want to do it online though, I don't think it's possible

Can you not just book an appointment in a NDLS? They are open.

Is not letting me even look for an appointment slot?

    Thanks, sorted.

As for applying for a PSC card, that looks like it will have to wait, hopefully won't need to be claiming welfare anytime soon (or availing of other services it is used for).

online you need the card for the photo. In person, they take your photo there and then.

there used to be a service on gov.ie that would send out a reminder 3 months before it expired but they pulled it.

    Slightly off topic...!!!

I have moved into a new house and the other half has most (if not all) of the utilities bills under her name.

For proof of address when applying for a licence it states that i need a utility bill with my name / address on it not more than 6 months old.

I have a receipt / docket from Campus Oil from when I got heating oil delivered with my name / address / date (May 2020) / cost on it.

Will that suffice as oil is a utility?

It's worth a shot but it might be a bit trickier as oil isn't 'connected' to the property in the way that electricity, gas etc. are.

The whole utility bills thing is very frustrating (although I can understand why for fraud). Mine are all done online so it's awkward when organisations insist on a paper bill. I was importing a car from the UK last year and Revenue would only accept a paper utility bill. They wouldn't even accept one of their own letters to me as proof.

We have lodgers who sometimes need proof of address to open a bank account get pps number etc.

We give them an utility bill in my name and a letter confirming they live here with my phone number. They never have a problem opening the bank account or getting a ppsn.

I would not risk a trip to NDLS office with a handwritten receipt, if that is what you have.

Here is the list of acceptable documents for proof of address:

You don't need a PSC to apply for a Licence

There's usually a thing on the truck which prints out the receipt.

EDIT: Just thinking - the adress is handwritten though so you have a point.

There’s not a hope that anyone with any cop on at NDLS would regard an invoice for the delivery of oil as a utility bill.

Make sure all your details are correct before you leave and they have made a copy of all the documents you bring.

They didn't for me and there was an obvious mistake on their system and I had to make second booking to fix it.

Did you read the information on the link?
PSC is not required but it does reduce the amount of documentation you must provide in the absence of one.
