Hi, would anyone know if there is a ratio in civil service for nbers at each grade? Eg. How many COs to EOs to HEOs and APs. Eg take typical department: in a department before an EO is needed, how many EOs before a HEO is appointed,AP and so on?

It's very hard to say because a lot depends on the work. I know some departments and units would be much more too heavy and would have few COs while more HEOs. It boils down to the nature of the work. Departments that have a heavy customer service role will have more COs and EOs than departments that are more policy based.

Thanks but typically what would ratio be? I heard that you must have certain numbers eg an EO would only have so many COs , if you have X number of EOs you will get a HEO in your department, etc

I was looking for it the other day and couldn't find anything. The EO mobility map gives a good indication of CO & EO numbers.

I suspect a parliamentary question by a TD would get an answer.

On average 2-3 COs per EO
On average 4-5 EOs per HEO
On average 3-4 HEOs per AP

Would be my reckoning based on my semi-familiar basis with the civil service

I worked in a section of a department where the EO was supervising 8 or more COs at one stage. In a slightly different section of the same department, (but basically doing the same type of work), the EO has 1.6 COs!

Varies wildly. Within the same organisation, as an EO I supervised 4, 10 and 0 COs.The supervisory role was within a unit headed up by a HEO who had two other EOs as direct reports, with more COs under them.
Working as a HEO now I only have one direct report and no COs, I have also had a time when I had zero staff! (Could be explained by the fact that my role was previously filled by AOs...but I know several AOs who are filling traditional HEO posts too.)
