    Hygienists work on the prescription of a Dentist, some Clinics have a policy that the prescription is renewed every year, for some it is two.

    Hygienists can’t work on a patient without an in date prescription from the dentist, same in every dental surgery, nothing to do with covid

    As per replies above.
    Also, after 2 years, you need a checkup so that the dentist can do an oral cancer screening, check for decay, & assess whether or not you need to be referred to a periodontist. You may require x-rays to check your jaw bone levels to see if the gum disease has stabilized or deteriorated.
    To compare- it's like the difference between taking your car to the car washer/valet person, versus taking your car to the car mechanic.
