Installation of phone socket/fibre broadband

So, my mother is moving house and the house has no phone socket. She wants to get fibre installed but when she contacted Eir to get this done the contractor who showed up was useless and as soon as he realised there was no phone socket he left. So, the cable needs to be take from the pavement to the house but apparently…

We have tried contacting the council (as it's social housing) but they won't do it either. Does anyone know who will install a phone line/socket in Kenmare???
