What is the min wage for an 18yr old for some labouring. Some saying it's 10e an hour, others 8e an hour and is that in the hand or does the rate of tax come of this aswell?

Rates of pay are always exclusive of Tax liability.

If he's paid in the hand, he needs to submit self assessment return and also sort out PRSI and USC.
