Hack required for car tow bar rack

Can anyone recommend any tips or hacks to get a child’s bike with 20 inch wheels secured onto my tow bar rack. Any suggestions appreciated. TIA.

Thule 2 bike tow bar mount.

luggage straps probably the best option, strap it to the other bike and the rack itself.

I've one of these and just lash the bikes on with lightweight ratchet straps from Halfords / local hardware store.
