Planning question in the context of Change of use

    Earlier this year, I got a planning search report from the LA stating that no planning permissions had been granted on a property which is being sold.

    The seller's lawyers have unearthed a PP from 1984 which was to convert the premises from a dwelling house to
    a shoe shop on GF
    hair salon on first floor
    Nothing said about the 2nd floor.

    The 1st & 2nd floors are now a flat, this situation exists pre 1990.

    Was PP required to go back from full commercial to commercial/residential mix?

    “I can’t pay my staff or mortgage with instagram likes”.
