Civil Service - Third level - 5 Year Contract

Hi All, I am looking at a job for third level institution . Its advertised as a 5 year contract on a particular payscale. Are Term contracted positions subject to the same limitations whereby you have to start on the bottom of the scale for that position irregardless of experience outside of the civil service ? Hi All,

If you are a new entrant to the public service you have to start at the first point - end of - as far as I know.
