School outdoor shelter

Would planning permission be needed for a covered shelter to an outdoor classroom? Looking at possible solutions including a lean-to off the existing school building, a metal structure with polycarbonate roof or a tarpaulin structure. Thanks

I think so as I’m not aware of any commercial exemptions.

Is it true that if something like this is bolted down it is not permanent and doesn't require planning?

No such think as non permanent.
It’s either development or not.
