Public Service vs Civil Service question and differences

    Hi all,

    I have been recruited into a HEO role in the public service. More specifically, I will be in a non-commercial state body or a public agency. The agency is in under a large Department. I will be a public servant rather than a civil servant.

    My questions are:
    1) Are there networking events/or other opportunities for public servants to meet, work and learn from other public servants? Or is it more a case of working strictly within your organisation?
    2) When it comes time to seek promotion or a new venture in a few years time, do you get included in interdepartmental competitions or public service opportunities seeing as you work in the public service already?
    3) Are the same unions in the public service as civil service?

    Are there any other differences, opportunities, pros or cons? It would be great to hear your experiences.

    You need to be in the job 2 years to move.
    No inter department networks exist as far as I know.

    For competitions public service does not count for civil service competitions and vice versa. Usually networking is only with your own organisation unless part of steering group, joint or cross group comittee or remit such as cab etc.etc . Unions are usually the same ones but actions for public service, will not affect civil service. You can apply for open competitions using your public/civil service experience or other large organisation experience to get you an interview after of course the dreaded appititude tests. Its only interdepartmental or internal competitions that require the two years. Usually departments are civil service with Hse and county council being public servants, but not all the time. HEO is a civil service grade, the grading system in the public service is different- staff officer would be the closest equivalent grade I think.
