Both Toilets Blocked

    We have two bathrooms in our apartment and both toilets filled & blocked on Sunday.
    I plunged them for hours on Sunday with no joy. I have used two different types of drain cleaner amd that hasn’t worked. I can thread a snake through between the two so I presume it’s the main waste pipe that’s blocked.
    We are on the second (top) floor of a small block. My question is do I have to locate any access points in the building for a plumber/drain cleaner before they arrive?. Should the management call someone on their books?.
    And is it actually a plumber or drain cleaning company I should call?
