Excel Data to API/FTP Push etc

I have created a static database on Excel that I want to be made available via an API (in XML and JSON) and also via FTP Push potentially (depending on interest from clients).
Eventually I will have live data too, but for now it's just non-live (rosters, venues etc)
Where would be the best place to go to find someone who could do that? I don't know much about the server side of things (where things would be hosted ideally)
I only know the data, but stuck after that.
