I'm looking for one of these (Halfords make) rubber kinda handle york, don't know how does it called, have a look on the pictures. Anyone knows/have where to get it?

Is it a Halfords own brand rack? If so, Halfords wild be my first port of call, see if they have spare parts.

In the picture you posted, there's a round hole where the strap slides onto the bar. The eBay one doesn't have that, so may not fit

*Edit* it would seem the replacement strap you lined is designed to anchor on two plastic clips, which your rack doesn't seem to have. Looks like no match to me, sorry. Perhaps if you know the model of rack you have, you might be able to narrow a search on eBay
