Licence, friend returning from Australia

My friend had two provisional s before he left for Australia now that she is coming back does she have to sit the exam all over again even tho she done the theory test ?? She has been living in Australia ten 15 years

If it is expired more than 5 years, you have to start from scratch, like you've never had a licence before. She will have to do the theory test again.
