Wtd: Road bike for beginner, approx 5'9"

I'm helping a friend source a used road bike. I've sold decent bikes myself in the past for €500-600 so hope to pick up similar. He's around 5'9", based in Dublin, although I am regularly in Meath also. A lot of dreamers on Adverts selling Claris spec for that money but thought I'd save some time and post here 😉. Thanks.
