Ballyteigue Burrow to Cullenstown

Hi there, I hope to visit Wexford soon, Is it possible to cycle along the Ballyteigue Burrow? Then second Question, is it ever possible at low tide to cross over to Cullenstown? It would be a handy loop rather than heading back to Kilmore Quay Thanks for your attention
