Put a pack of frozen peas on it and leave it for 30 minutes, when the gum freezes you can chip it off with a spatula or similar object

Tar remover will do the job, make sure to use a cleaner on the fabric afterwards though.

Pour some ordinary white vinegar on it, leave for a few minutes and rub it off with an old toothbrush or nailbrush.
