Why does the Taoisesch visit the US for St. Patricks Day instead of our president?

The Taoiseach is equivalent to the prime minister or head of government.

Is it not the role of the head of state to perform diplomatic visits? IE, the president?

The foreigner residing among you must be treated as your native-born. Love them as yourself, for you were foreigners in Egypt. I am the LORD your God.

There are several tiers to diplomatic visits. They can be made by President, Taoiseach, Ministers or officials.

The President will make ‘State’ visits to nations. The annual trip to the US is not a ‘State’ visit
