No it isn't misleading.
You can have free copy of Witcher 3 on GOG if you own it on PS4 or XBOX (if you have it on steam or elsewhere you can just add it to your collection.

Basically after you install galaxy client you will have banner with Witcher 3 to claim if you join other games accounts.

In settings you need to connect your accounts:

After that when you click on claim:

It will be in your gog.com webpage or galaxy client.

The title is misleading because it doesn't suggest that you need to already own the game on another platform.
