I’ve been asked this by somebody.
They did there theory test in 2014 and got there learners permit. However due to circumstances they had to put off learning to drive.
    It expired in 2016.
If they want to renew it now do they have to do the theory test again?

If the permit has expired for less than five years, they won't have to take the driver theory test again. They can just renew it. :)

If they are applying for a third or subsequent learner permit, they will have to provide confirmation that they have applied for a driving test, or proof that they have failed a driving test in that category in the last two years.

Essentially they got the permit in 2014 and it expired in 2016 and they did nothing apart from a handful of lessons.
    So should they be okay?

Yes, it’s not expired more than 5 years

I renewed my provisional licence (as it was) when it was about 4 months shy of the 5 year expiry, so I speak from experience. :pac:
