Copy image from windows 7 to 10?

Can you take an image from windows 7 computer and transfer it to a windows 10 one? Google seem to say you can. What will happen if a program on the windows 7 won't run on 10? Just not work, not cause any problems? Would any of the image programs do paragon back up etc?
