Paternity leave

Wondering is there a timeline to apply for the Paternity benefit..They say it should be done atleast 4 weeks.But what would happen if I couldnt do it 4 weeks before the leave begins. Anyways my employer will be paying out the full pay.But they need a confirmation from welfare to know that Iam not eligible for paternity…

Anyways my employer will be paying out the full pay.But they need a confirmation from welfare to know that Iam not eligible for paternity benefit(short of prsi).So I have to go through the whole process and get a dissallowance letter from welfare.
