I have returned to Ireland after 5 years in France.
I moved to France immediately after college so therefore never worked in Ireland before.
I've had a look at citizensinformation.ie site, but it seems there is alot of hoops to jump through to avail of JSA as a returning emigrant, and it can take weeks/months.
Has anyone in similar position managed to receive JSA on returning to Ireland and any advice on how best to apply? Also how long did approval take?

You will have to meet the Habitual Residence Condition test.

If you have lived most of your life in Ireland and are returning here for good, you would normally be considered habitually resident upon your return. They will look to see what ties you have retained in France, eg. bank accounts/property ownership.

Here is some more information on Habitual Residence - https://www.citizensinformation.ie/en/social_welfare/irish_social_welfare_system/social_assistance_payments/residency_requirements_for_social_assistance_in_ireland.html

I submitted an application but they have asked for proof of address.
I am living with my brother since I returned, and seen as I have not live in Ireland for the last 5 years, I have no recent mail etc.
How can I provide a proof of address?

You get your brother to write on one of the recognised proof of address documents (in his name) that you [your full name] are curently living with him and will be for the forseeable future. He should sign it and it might also help if he included his PPSN and a contact number.
