Executive Officer - Experience in management required?

    A family member is hesitant to apply to a new rtb EO opening. They have no management experience but meet most of the other requirements.

    1.Are most of these positions filled internally?
    2. Is it pointless them applying without management experience?

    No, it's a junior management position really, and dependant on what area you end up there's a good chance you probably won't be managing anyone. Just hit all the competencies required on the application form following the STAR method and they should be grand. That's an external competition so will be filled by people who pass interview and go on a panel.

    I'm an EO now and didn't have any management experience at all, was just able to demonstrate competencies required on form and at interview.

    1. Sometimes. There is a benefit from knowing the organization, it's culture, beliefs and norms. This can be countered by someone outside the organization bringing new ideas, learning about the organization and having a new set of eyes.
    2. It's never pointless. CV preparation and interview experience is always valuable. As mentioned, the EO post is a junior management position. Everyone has management experience. It's just at different levels. It's how you can convince the interviewer that it can be applied to the next level that's important. I.e. you manage your own work. You manage/coach a local football team. How can this be transferred into a work environment? Give an example on how you managed a difficult person/situation?

    When it comes to public appointments it's mostly about demonstrating the competencies outlined in the competency framework as opposed to specifically having management experience. See https://www.publicjobs.ie/documents/Executive_Officer_Competencies.pdf

    My experience of it is that EO's are mostly just more experienced CO's - with some additional responsibilities - depending on the Dept/section you land in. You typically have to get to HEO and above before you're really managing, putting your own name on work, especially anything financial.

    On the booklet it states " For each position, please ensure you clearly indicate
    your Management Level and the Number of Staff reporting to you. Positions held more than 15 years
    ago require only a summary description


    Bit off putting for someone with no management experience.

    I think the other posters are referring to general EO competitions via the Public Appoinments Service (PAS). I think this is a directly run by the prospective employer the RTB. So the advice of the posters does not apply directly as it is run differently.

    Some of the advice is still relevant of course but they are not comparing like with like. Your friend can still apply and if it is competency based the STAR method will still apply. I would also suggest your friend registers with Public Jobs.ie (PAS) to get alerts for future EO and perhaps CO if interested. There are a lot of tests which suits some and not others. But if you get called to interview actual management experience isn't as important as you might think.

    Depending on the department. My department required EOs to be able to adjudicate on complaints. They had no staff reporting to them.
