You could use Microsoft paint to put a box/rectangle over the licence plate.

If you want I can do a quick job (no fee) just email it to pictures@irishphotodesk.ie and I will email it back in a few mins.

you should clarify whether it's your own photo or not; if not you might find people are reluctant to work on it.
