I'm just wondering what is the procedure for being allowed to drive after a driving ban has ended is a person eligible to drive on the 1stvday their ban ends or do they have to wait u til the receive their licence back.

A person should not drive without a licence or at least not without being able to produce a licence within 10 days if a demand for production of a licence is made.
