Covid and returning to work

    Just looking for clarification really

I work in an accounting office and our Entire office can work remotely and have been doing so since March with zero problems.

According to phase economic activity plan we should continue to work remotely until phase 5

However today, my manager said she is going to start phasing us back between phase 3 and 5 whilst implementing the government guidelines (completing forms, temp check, no sharing of cups)

I was shocked to hear about making us return before phase 5 because we should continue to remote work where possible (which we can)

**personally I don't care but I was of the understanding employers should Not be bringing staff back to office work where they can work remotely before phase 5

is it only a suggestion and not a rule?
Could my employer be in trouble by breaching this 'recommendation'?

How do you know there have been zero problems with being remote?

I very much doubt the whole office is 100% remote: at least you will needs someone to ne collecting the mail.
