Means test for JSA

    Hi there just wondering if anybody can advise.

    My brother has applied for jsa online but not sure if he will qualify and so didn't want to clog the system or waste time if not. He has savings of 29,000 euro. No other money or assets. He is 36, single, no dependants and rents.

    Do his saving disqualify him from jsa?

    His means will be assessed as €9 per week. The first €20,000 is exempt and the next €10,000 is assessed at the rate of €1 per thousand so that's €9. That will give him a weekly payment of €194.

    If he rents, he may also be eligible for rental support, either from Rent Supplement (during pandemic), and HAP in the long term.

    Rent Supplement capital limits work slightly differently than Jobseekers, but again they will just reduce his payment rather than stop him getting payment completely.

    There is no capital limit for HAP, although if someone has enough money to purchase their own property they will not get housing support from the council (but that's not going to happen with 29k)

    For medical card, the first 36,000 is disregarded, so if he only has Jobseekers as his income, he should qualify for this too.

    Would the OP's brother be better off applying for JSB first instead of JSA; as JSB isn't means tested?

    Probably hasn’t been working recently so hasn’t the necessary PRSI contributions.

    Definitely worth exploring. As long as he has 9 months credits/stamps in the relevant year (2018), he only needs 3 months work history in any one of the past five years (2016-2020) to qualify for Benefit.

    Alternatively if he has 6 months work in the relevant year, and the year before (so 2018 and 2017)

    However, assessment from JSA is only 9 Euro. Depending on PRSI record, he may not be entitled to JSB, or depending on his earnings in the relevant year, it may be at a reduced rate.
