    looks like some sort of moss or lichen..

    Should I treat with something ?

    Lichen, yes; treat, no.

    It's frequently a sign that the affected branches are getting old and possibly already dead or dying. Lichen likes dry surfaces, which isn't really what you want in a tree-branch.
