    Any one have any tips on restoring this?

    whats the plan for the windows?
    You could try vinegar but I would just leave well enough alone. the string reduces the toxicity of lead

    If you were to bend the tips outwards slightly, would the drips clear the tiles and drop onto the lead below?

    You could try patination oil but that may be too corroded for it to work.

    Plan to replace them in the next 2 months with UPVC , is the flashing necessary then?

    No the sill should extend out.

    But concern would be wants under the flashing that's there. Will the tile come up to meet the underside of a uPVC sill . Would need to be lifted to see.

    I’ll have a chat with the window installer and see if they can provide a UPVC silk with the window, maybe I’ll just use an oil based paint on the lead then just to take the look off it
