There's no way a phone can fill up with system updates alone.
have you checked for excess photos video files you have downloaded?maybe move them into an external drive?
.apps you don't use but take up a huge amount of space.
have you cleared the cache on the phone?also most of these phones have a smart doctor.
basically it optimizes your phone and deletes things you don't need.
    Try those first.

    videos 1.02gb
    images 276 mb

i presume the 14.5 gb is system files..is there any way i can check this?
i have removed the apps i dont use...

If you could plug it into a pc and check the size of each folder.you could have files leftover from something you installed before?14 gb sounds like an awful lot of space taken up by the system.
Last resort would be back up anything you need and do a factory reset.

Another recent thread had similar problems, so cross thread quotes below

Check your cache storage, some rogue app/bug could be filling it.

Also check in: - Settings - Storage - Internal - Free up space?

How to clear Cache data in Android Oreo
^^^ Before that you could bulk clear in settings.

Check this app to see what is taking up storage
    https://play.google.com/store/apps/details?id=com.google.android.diskusage

The first link suggest using third party cleaning apps, which could just land you with adware, so be careful.

16gb bites is too small of storage. Also check things like maps for storing offline maps etc.

8gb internal storage - no other way to put it but time to get a more modern phone.

32gb really is the minimum these days

sd cards do not solve the issue as part of the app will still be stored on internal storage and some apps will only go on internal storage.
