Move from AO to HEO Equivalent in the Civil Service

    I am in an interesting situation where I am currently an AO on point three of my pay scale but have been offered a role on the HEO pay scale through an open recruitment process.

    The grades are considered analogous but the first point of the HEO pay scale is much higher than point three of the AO scale.

    This being the case, am I entitled to be appointed at point three of the HEO pay scale or am I appointed at point one of the HEO pay scale due to the difference in salary? I know that salary negotiation cannot take place, but, obviously, I want my experience at this level to be taken into account.

    While there have been reports of AOs moving to HEO roles in the Civil Service, this is technically not meant to happen, meaning that strange things occur when it does. In my case though, this is a legitimate appointment to a specific role that was advertised in a public body.

    Does anyone have any idea?

    My basic understanding is that you go in at the scale that's closest to your existing wage. If your wage will be rounded up to the nearest one. It won't be rounded down. Worst case scenario, you stay on your existing pay until your next increment.

    So that would be to say that incremental credit at an analogous but different grade does not count in determining starting salary?

    Put differently, I will be better off at point one of the HEO scale but, as it is not a promotion, I wonder if I should keep incremental credit at this level.

    You can view the scales on the forsa website. But if you're on point 3 on the AO, you do not necessarily move to point 3 on HEO. You will finish on the same salary at the max of either scale.

    If it's an open competition and you are an existing CS then you will go in at starting point of HEO as it is greater than your current salary. You will be given a new increment date. Depending where your AO increment is due, they carry out some mad calculation and you could have an increment in 6 months. Ring the HR and ask.
