Tec screws should do it. Looks good once they are straight and parallel

Use the self drilling screws , will be a smarter look than the tec screw ,

Self drilling screws would have a Philips head tec screws
Would be a 8mm hex head
Reason being the hex heads would finish proud of the timber (could be a feature itself)
Pozi/ Philips head will finish flush withthe timber

No , tec screw has big head and washer , the other is like a wood screw that can go trough steel and will go flush when driven

Here is gate at the side of my house using cottage fence panels.
Ill take a pic later of one we did with individal pretreated planks which looks better.

That looks the job probably keep the planks a bit closer together.

I'd go a bit tighter too but they were pre made panels. Just be aware of wind loading especially if they are gates you might need to open in stormy weather.

The drilled holes would eventually rust and leave dirty rust drip lines on the gate. Too much of a perfectionist.......I know.

Maybe, but mine was done as a temporary gate to keep the boys in when they were toddlers there's no sign of rust drips yet and they are 11 now.

Probably easier and more solid to strap/bolt two horizontal timbers and then screw with normal decking screws to that. Much more forgiving than drilling into tube (after drilling throug 30mm of wood) and allows slight adjustments after. you can get banding in BM thats predrilled - cut it nice strips and round discretely where needed. No drilling of metal needed.

Could you hold on the planks with steel pipe clips to avoid drilling the gate?

    Something like this...
