Closed couple toilet leak

My closed couple toilet started leaking from the donut seal when flushed. Flush siphon was also constantly running as well. I've attached photos of the original seal. Obvious why it was leaking :D

However, I am still getting a leak from the new setup. I've attached a photo of the parts in the order of assembly.

My question is, am I missing a rubber washer, as only one came with the siphon? Should there be a rubber washer on both the inside and outside of the cistern?

I've already taken it apart and re-fitted with the addition of plumbers mate (no silicon on hand) and still getting leak. Any advice would be great, thanks.
