Have a number of ground uplighters outside:
Have Philips CorePro LED spots 370lumen 3000k in them.

They are not lasting the 15,000h mentioned on the boxes. Ranging from 7,000 - 10,000k I reckon.

The enclosures are in about 4 years and appear watertight.

Are these Philips LEDs I'm using known for having issues?

Maybe the issue isn't even the LEDs?

What would you recommend as good ones that will actually last?

In my experience of fitting outdoor lights. The bulbs always have a shorter lifespan outdoors, although the manufacturer might not mention this specifically. Mostly due to more variable temperature, humidity, UV, etc. I generally find the Osram LEDs to be good, but again will not last as long as the manufacturer states.

My own experience with Philips LED lamps has been positive.
I have Philips Hue GU10 lamps in my soffit for a few years now, no issues.
