    Is that a skirting board?

    Wood filler / caulk, sand, paint.

    Run a stanley blade outside the flaking bit first and get rid of it before using filler.

    I would run a stanley blade along the bottom of the valley and use a scraper to lift the flaking paint from the bottom ( As in the photo). I use these to get right into the profiles https://www.mirka.com/GOLDFLEX-SOFT-29S/ , available from motor paint shops. If you can't get them, then fold over a sheet of 120 and use that instead
