Public Services Card Requirement for Jobseekers Allowance during Covid

I am trying to sign up for Jobseeker’s Allowance as I unfortunately cannot qualify for Benefit or for the covid emergency package.
I do not have a public services card (PSC). Online it is a requirement to sign on for the allowance to have your identify verified by getting a PSC, which requires an appointment itself to apply for. Of course the government have suspended these appointments due to covid.
Does this mean you can’t get a PSC and can’t apply for the allowance? How would I go about this? Any help would be great, thank you.

Hi print off the application form..complete it and take it along with your passport and proof of address to your local office. They may request other documents as well.
