Quick question. I know detached houses get a certain amount of extension in Dublin without needing permission.

There is a place that requested, was granted and built a small extension on. Because they went for planning etc does this mean that it hasn't eaten into this allowance? Or will this count as wasn't part of original place?

    Thanks

it is counted towards... ie its cumulative.

    2. (a) Where the house has been
extended previously, the floor area of
any such extension, taken together with
the floor area of any previous extension
    or extensions constructed or erected
after 1 October 1964, including those
for which planning permission has been
obtained, shall not exceed 40 square
    metres.

Not just Dublin. The planning exemptions are nation wide with various different exemptions set out for different situations.

Nothing stopping you from applying for planning permission again
