Offered a job before Covid but didn’t officially start

Hello, I am posting on behalf of my father.

In early March, he was offered a job with a cleaning company at a local secondary school. He was just waiting on guarda vetting to start but the schools closed before it came.

This same company asked him to cover 3 days at a local retail park, which he did on March 3-5.

After searching online I do not think he is eligible for any sort of Covid-19 benefit payment. But I thought I would ask here in case I missed anything.

Does anyone have experience of a situation like this? Should he be claiming some benefit from this?

One of the criteria for payment for determining whether you have lost your job because of Corona is that you were working on 6th March or afterwards (the logic being that if you weren't working from this time, the reason for losing the job wasn't likely related to Corona).

However, there are some circumstances where you may not have been paid after 6th March, but you still could have lost your job as a result of the pandemic.

There is some discretion when considering claims. If the reason he didn't get work any after 5th March was directly related to Corona he could explain the circumstances, explain that he was employed up to 5th March and lost his job directly because of the pandemic, and ask them to review his claim.

Alternatively, he can apply for Jobseekers payment (which may or may not be means tested depending on his PRSI contributions).

However, there is a fair bit of cleaning work out there still, so there's also a chance he will get some work.
