Looking at the html it uses Gravity Forms.

You won't get a dynamic site using only html.
If you want the site to be interactive you will have to use something else.
Javascript and PHP can assemble the page but to interact with a database you will need ajax.

You can hide or display text/objects with css but the content would have been loaded in the page you won't be able to change anything.

They are generally called 'multi step ' forms
