Fixing Fence panels to cavity block wall

I have a Cavity wall separating my garden with the neighbours, its built using cavity blocks and is about 5' high. I want to fix 6' x 6' fence panels along the length. Would it be best to install battens first and fix to the fence to the battens, or just go ahead and attach panels directly to the wall?

I am also wondering about the 1' or so extra fence above the wall and what the effect the wind might have.

    Are there any piers?
I would use battens with express nails, easier to set accurately to catch the panels.
    Are the panels sold?
The bigger the battens the more load they will take.
    Is this a consideration

No Piers in the middle of the wall, the part im adding fencing to is less than 20' long, the panels will be shiplap, thanks for the advice.

As was said already couple of lengths of 4x2 express nailed to the block then screw panels to timbers.

Did the same job about a year ago and would say definitely go with the batons, it allows air flow and will keep the fences from rotting so quickly.

Don't use express nails, when you try to remove them, they take half the wall with them! Instead use concrete screws https://www.amazon.co.uk/Forgefix-CFS62-Concrete-Frame-Screw-x/dp/B004LRDCEO.

I drilled into the solid, middle section of each block and this worked very well.

Screw the fences to the battons using wood screws.

No issues whatsoever with overhang in wind. Mine are at least 6 inches higher on one side and haven't moved an inch in any of the storms we had last year,
