Transferring photos Galaxy to windows 10

Not sure if this is a windows problem or android device problem but any help would be greatly appreciated. I have transferred photos from my Samsung Galaxy J4+ to my PC which is running Windows 10. The files now on my computer are jpg format, but they won't open. Other files in this format open. The only difference I see…

I have transferred photos from my Samsung Galaxy J4+ to my PC which is running Windows 10. The files now on my computer are jpg format, but they won't open. Other files in this format open.

The only difference I see is that the file size is tiny in some cases 28 bytes

I done this the other way around because I had old photos on a pc that I wanted to access on my phone.

I used Google photos and it was very straight forward, I just watched a clip on YouTube on how to do it.
